About Dr. Lockhart

The Dr. Phillip W. Lockhart, Sr. Scholarship Fund is committed to ensuring children and young adults are literate and well versed when advocating for their needs. The Fund will award a monetary scholarship to high school seniors who will be attending a college or university of their choice the upcoming school year following graduation.

Dr. Phillip W. Lockhart, Sr. a native of Turrell, AR dedicated his life to becoming one of the best literacy specialists in the country. Much of his work was conducted in the Delta region of Arkansas. He was a Principal, Coach, Spiritual Leader, Mentor and Advocate who worked untiringly to instill values and leadership in the children and young adults under his responsibility.

Dr. Lockhart received his Bachelor’s Degree in Communications from Jackson State University, Master’s Degree in Communications from Arkansas State University, Master’s Degree in Reading from Walden University, Master’s Degree in Physical Training from International Sport Sciences Association, Master’s Degree in Curriculum Writing from Arkansas State, Doctoral Degree in Educational Leadership from University of Phoenix and Doctoral Degree in Literacy & Assessment from Arkansas State. He was also certified as a Science of Reading Assessor.

Dr. Lockhart was also committed to fitness and health. He was a Certified Personal Trainer with specialization in nutrition, group exercise and coaching. He was dedicated to ensuring that he embodied the commitment he expected of others. He would greet his clients with “this is going to be an easy day” before workouts.

Dr. Lockhart wrote educational curriculums for academic institutions throughout the United States. He was the Principal of KIPP Delta College Preparatory and KIPP Delta Collegiate High School in Helena, AR. He genuinely loved his students and would jokingly say “you’re so sorry” when they were faced with a challenge. He was also a Facilitator for Aspen Young Leaders Fellowship (AYLF) Delta Cohort (Clarksdale, MS), Camp Director for Common Ground Foundation (Chicago, IL) which was founded by Dr. Mahalia Hines and her son, Rapper and Actor Common. He led writing camps for Beaufort County Public Schools in connection with The Extra Mile Club in Beaufort, SC. He was also fluent in Spanish.

Dr. Lockhart’s Scholarship Fund will be administered by his wife, Rashaun Gavion Lockhart, who embodies his same commitment and dedication to children and young adult literacy.
